Exempting certain facilities #73
Description
Right now, I currently use facilities to contain some things that don't fit well into the system. For example, food trade. Main issue with is there are several of these and they get added to the facility admin cost calculation.
Expected solution: add an isExempt bool or something of the like. Using the word "exempt" to make it generic, instead of something like isTreaty.
