some extra work can be done:
(1)create partition dtb, this is also available in google's gbl bootloader
(2)support loading extra partition dtb for resulting flatten device tee for current device
(3)use fdt(flatten device tee) from step 2 to replace the incompletent dtb/overlay from boot.img
(4)this can be archeived by cmd load, might not be necessary add extra code logic to cater.
