Add suport of mining levels for the block breaker

Good day,

I'm not well into the technical side of minecraft, so I could be wrong

I'm playing E2EE modpack and it has an extensive list of mining levels with different tools for different level. Sadly, block breaker from OpenBlocks mod stands out as it is not 'powerfull' enough and is unable to mine blocks that are supposed to be mined with it due to mining level. Instead, it destroys block and just voids the output.

I was told by pack developer, @Krutoy242, that this block breaker doesn't support mining levels and is not configurable in that case.

Could I ask you to provide support of configurable mining level for block breaker?
