default.cfg not getting executed

Since FoXBot v0.87-beta2 (tested on Linux HLDS) it seems that the default.cfg isn't executed if there's no map specific cfg file present. Beta 1 works fine so the bug has been introduced between these two releases.

Ah yes well I remember doing some changes that would cause the foxbot.cfg to be overridden by default.cfg if no map config is present

After further testing, what happens is that the foxbot.cfg is executed a second time, instead of default.cfg .
