[bug] Custom providers disappear in playground and model hub

Description

Custom Azure OpenAI model providers disappear from the UI in two places:

1. Model selection dropdown when editing prompts
2. Model Hub list

The provider still works (remains selected in prompts) but becomes invisible in the interface.

Steps to Reproduce

1. Add an Azure OpenAI model provider through Model Hub
2. Use it successfully in a prompt
3. Navigate away and return to the prompt editor
4. Provider disappears from model dropdown (though still shows as selected in the prompt)
5. Provider also disappears from Model Hub list

Workaround

• Refreshing the page restores visibility
• Creating a new provider entry makes the old one reappear

Additional Observations

• Gemini API keys also appear to disappear in similar fashion (comparing screenshots between steps 3 and 5)
• Issue likely introduced in recent library upgrade and refactor

Impact

Affects users working with custom Azure OpenAI deployments. While functionality remains intact, the invisible UI state creates confusion and workflow interruption.

This issue has been reported before and is often linked to how custom providers are registered and surfaced in the UI. Common causes include enum value mismatches (for example, using vertex instead of vertex_ai), provider name conflicts, permission errors, and stale cache or incomplete migration from localStorage to the vault. These can cause custom providers—including Azure OpenAI—to disappear from both the playground dropdown and Model Hub [issue 2868].

Recent releases fixed bugs where enum mismatches and provider name conflicts prevented providers from showing up [PR 2850], and added validation to block custom provider names that match built-in providers [PR 3026]. The vault secrets API also caches responses for 5 minutes, so changes may not immediately reflect in the UI [vault router].

Troubleshooting steps:

• Check that your Azure provider’s kind field matches the expected enum value (azure).
• Make sure your custom provider name does not conflict with any built-in provider names.
• Confirm you have permission to view secrets; a 403 error will cause providers to disappear.
• Try forcing a cache refresh by creating, updating, or deleting a provider, or waiting a few minutes.
• Verify that migration from localStorage to vault has completed (incomplete migration can cause temporary disappearance).
• Test with another custom provider type to see if the issue is unique to Azure OpenAI.

If the provider still disappears, check for errors in the browser console or API responses, and confirm the provider secret exists in the vault. Let me know if you need help tracing the secret or debugging further.

Thanks for raising the issue @mmabrouk . I have tried to reproduce the issue on prod, I wasn't able to reproduce it. It would be helpful if you could provide a video. 🙏
