Migrate Linkerd to OTLP for Logs, Metrics, and Tracing

Description

We should migrate Linkerd’s observability from Prometheus-based metrics to full OTLP support.
Goal: use OTLP for metrics, logs, and tracing across the service mesh.

Tasks:

• Enable OTLP metrics export in Linkerd (via OpenTelemetry collector integration)
• Enable OTLP logs
• Enable OTLP tracing
• Update Linkerd configuration + Helm values/manifests
• Remove or de-emphasize Prometheus metrics configuration
• Validate integration with our OpenTelemetry collector/backend

Outcome: Unified OTLP-based observability pipeline for all Linkerd telemetry.
