Support published code lists in the layout editor in Studio

When referencing published code lists is supported by apps, we should implement a way to do this in the layout editor in Studio.

Definition of done

• When a component refers to a published code list from its optionsId property, this is visible in the layout editor.
• For option components, the user may choose to use a published code list.
• When the user has chosen to use a published code list, he or she can choose which code list to refer to from a list of published code lists.
• When the user has chosen a published code list to refer to, he or she may choose to always use the latest one, or a specified version. Referring to the latest version is the default.
• The user may always change this setting.
