Migrate API endpoints to Altinn 3 #287

Description
All backend endpoints which currently use altinn 2 api calls need to be migrated to new altinn 3 calls. The data from the new endpoints will most likely come from multiple sources, which we need to combine.
In scope
- use new altinn 3 endpoints
- combine data so it matches current data models
Out of scope
- No new functionality should be added with this issue.
