Update CONTRIBUTING.md #1392
Description
The CONTRIBUTING.md file has outdated contents, referring to the now deleted branch 1.12-dev as the one with new features being worked on, when this is (as far as I know) currently the 1.12-bushes branch.
I also think it should probably mention the 1.12 branch as the branch where the current release is, too.
