Gtihub Action test script setup

Hi all,

We now have a basic test script that can be run by including in the githun commit message [trigger test].

This runs the script pipeline_test.py from the example ex1_norway_finse.

More advanced test script could be elaborated. Currently this is running couple months with topo_sub without time splitter.
