Lock certain keys to their position in QWERTY

I'm pretty dead set on the punctuation keys being where they are. I personally want to keep them there. Can I lock those (or other) keys to stay in place throughout the annealing process?

i'm getting around this by simply omitting them from all the data. i'm making pretty significant changes that allow for arbitrary layouts, keymaps, and letter lists to do this, and to include the Planck EZ since that's the keyboard i use. PR coming soon
