Send an email when new challenges are submitted to the portal

When a user submits a challenge to the portal send an email to challenges@hackbaltimore.io with all useful / relevant information (if we have it and the user is signed in — name of the user, at a minimum, all fields on the form submission). Format the email so that it is easy to read. Include links in the email to moderate the challenge submission.
