Request for permissions to "Assign roles" under the BLS-Data-Science-Team resource group. Currently this feature is disabled for me.

To Reproduce
I'm just setting up the architecture for a chatbot, following this tutorial from Microsoft: [deploy-chat-web-app]

Additional context
After some research my understanding is i need Microsoft.Authorization/roleAssignments/write permissions typically included in Role Based Access Control Administrator or User Access Administrator roles.
