Tag DockingFrames versions in Git

Please do not forget to tag DockingFrames versions in Git. You can do it through the Github website using the Release feature.

If you agree, I can release the latest version of DockingFrames to maven central. I write a tutorial about it here https://github.com/orbisgis/h2gis/wiki/Release-H2GIS-into-maven-central

I did not work on the framework for the last 6 months or so. But now pom files should have the newest version and there is a tag too.
