Package supporting for Scala 3

I saw some commits to support CE3 and scala 3. Is there anything missing?

@Swoorup this hasn't been worked on for a long time now. It works (I have a Discord bot running with it) but it's far from complete and I don't plan on working on it anytime in the near future. I'd welcome contributions though. As far as I know, no one else is using it though.
