Create foundational supporters for 2024

We want to recognize those folks that donate $200 USD or more each year.

These will be called foundational supporters.

• Document Foundational Supporters Threshold, and the process of identifying, notifying, and updating the list. #624
• Create Archive that will be copied to our organizational repo
• Add names of (non-anonymous) donors to a list in _data for this year and last year #626
• Add their names to the support page #625
