Create docs on the policy for digital vote

The idea of this is to document the policy around async digital votes.

The base thoughts that I have are the following:

We should probably not use Discord as the final voting place - if we moved from discord it would be hard find all the locations where votes were taken.

Our current record keeping tool is click if we were going to ever switch from it, we would need to migrate and there are migration tools.
