Is your feature request related to a problem? Please describe.
At this moment when missile is lofting/diving it does very energy consuming maneuvers, which, i think would be nice to be able to configure.
Describe the solution you'd like
The easiest way to do this - steer limitation. This should make it.
Describe alternatives you've considered
Steer dumping and steer factor may be used as well.
Additional context
Lofting phase 1 is in general fine, the most annoying is diving stage
