Describe the bug
You cannot launch laser-guided missiles.
...well, you CAN, but the pod refuses to do its job and lock, regardless of range, so your mavericks or hellfires just become very expensive unguided rockets

To Reproduce
Please provide the steps to reproduce the behaviour:
Step 1. Launch the game and make a plane
Step 2. Put a laser pod on said plane and take off, launching the debug menu to watch for exceptions.
Step 3. Activate the pod and try locking onto anything.
Step 4. Watch in horror as a buncha orange and red fills up your logs all while the pod says "NO LR" and adamantly refuses to guide your missiles.

Expected behaviour
A clear and concise description of what you expected to happen.

I expected to be able to fire laser guided missiles properly

Additional context
Add any other context about the problem here.
I placed a clean install of KSP into another directory and tried using that with JUST BDA and PRE.
The result was the same.

I also tried Steam's verify install integrity feature. This also failed despite it finding a hundred files needing replacement.
