feat: Is it possible to add quality for video capture?

Description

It would be great if we were able to control the quality of a video. For example a 5 second video taken on my budget android came out to be 10 MB. If there was a way to even just choose between our preferred quality selector (FHD, HD, or SD) that would be helpful.

Love this request — totally reasonable on lower-end devices 🙌

A backward-compatible API shape that could work well:

startVideo({
  quality: 'sd' | 'hd' | 'fhd', // optional preset
  maxBitrate?: number,          // optional fine control
  fps?: 24 | 30 | 60            // optional
})

To pick sane defaults for both platforms, could you share:

• device model(s) where size is too high,
• expected max file size for a 5s clip,
• acceptable tradeoff between sharpness vs size.

If maintainers agree, this sounds like a good incremental enhancement (preset first, advanced bitrate/fps second).

Label suggestion: enhancement, video, platform:android, platform:ios.

This is done but at a pretty basic level. Could be done at a higher level with bitRate and such if anybody wants to take a crack at it.
