Align concatenation symbols to DwC for associatedTaxa #9

While Symbiota recommends the comma separation used in collNotes & collBook, the DwC offers more detailed guidance on separation characters.
Describe the solution you'd like
- Symbiota portal record import handling should be verified to be DwC Compliant. If so:
- A solution should be integrated into collNotes
- A backwards compatible solution should be integrated into collBook
Describe alternatives you've considered
An easier alternative would be just to patch the export code but this would alienate any users opting to use only one of the 2 solutions (collNotes or collBook).
