Prevent deletion of metrics that are in use by experiments

We should clearly indicate in the UI that metrics currently used by any experiment cannot be deleted.

At the moment, deletion fails silently. Instead, the delete button should be disabled (greyed out) and show a tooltip explaining the reason, for example: "This metric is currently being used by an experiment"
