Add a CI check to ensure latest ACI metadata files are used (DCNE-481) #1366
Description
To ensure we are using the latest ACI metadata to generate modules we should add a check in the CI to make sure the metadata files being committed are the same as the latest metadata files.
- This check should only be run when metadata files change in a PR.
