Welcome page to open bob file

Would it be possible to open a bob file for the welcome page via the settings.ini file (org.phoebus.ui/welcome)? After some investigations, it looks as though the welcome page only points to a URL (as implied by https://control-system-studio.readthedocs.io/en/latest/preference_properties.html#preference-org.phoebus.ui/welcome). We were looking to present our main menu/bob file to users when Phoebus was started.

The welcome page only shows up when there's no other panel.

To get a known, fixed start layout, we create that once, exit CSS, then make $HOME/.phoebus/memento read-only.
Or use the new command line option -layout /path/to/Example.memento for loading a specific initial memento.
Either way, you then get the displays (and PV table and alarm tree and whatever) you want in the initial layout.
