Describe the bug
Rotary pumps can pick up flowing fluid sources, gaining a full bucket of fluid and only destroying a flowing fluid (effectively a liquid dupe bug).
Expected behavior [Optional]
Rotary pumps shouldn't interact with flowing fluid sources at all.
