Add send and delegation support to Wallet component

In the Wallet component:

• Add a text field and button which allows the user to send tez to any destination address
• Add a text field and button which allows the user to delegate their tez to any baker address
• Use Beacon to allow the above to work with any Beacon-compatible wallet
• Test the above using any Tezos wallet, preferably Galleon Mobile
