"Chat Rate Limit" option is not functional, leading to spamming messages when holding enter

Describe the bug
If you hold Enter, it will send a message for as long as you're holding it. This can be as fast as holding enter for even 50 milliseconds. In practice this results in sending a blank post immediately after your main message

To reproduce
Steps to reproduce the behavior:

1. Pick character
2. Send message without releasing Enter
3. See error of multiple blank inputs being sent

Expected behavior
Holding down "Enter" should not result in additional inputs.
Additionally, the "Chat Rate Limit" setting should be respected.
