Incoming calls bug

Describe the bug
When phone is unlocked and you are using it, if you receive a call, from phone app but also from other services like WhatsApp and Google Duo, the notification is shown in the status bar but you can't open the notification settings to reply, and the only way to reply to calls is to lock the phone.

To Reproduce
Steps to reproduce the behavior:

1. Open a random app
2. Call the phone from another phone
3. Try to reply without locking the phone

Expected behavior
The notification section should be openable even when statusbar is showing a notification
