Create new command processing system

Something like:

!privileges.set/!privileges.remove/!privileges.get

instead of:

!setprivileges ...
!addprivileges ...
!removeprivileges ...

Following the format:

!cmd.opt1=val1.opt2=val2 test
!cmd.opt1="val1 and val2" test
!cmd.opt1="val1".opt2=5 test
!cmd.opt1=val1.opt2="value with spaces" test
!cmd.opt1=val1.opt2=val2.opt3=val3 test
