GUI wont open and cmd command dosent work

BBCR2 wont open so i tried using the manual and typing the command in cmd in python 2 version im getting following error https://imgur.com/a/G1qWE3T , also how do i open the GUI of rtlsdr scanner BBCR2 wont open
