Handle include-all

Bug: Specifying "include-all" instead of "include-controls" in a profile import causes an error and doesn't render.

Thanks for the report! We're currently tracking this in EasyDynamics/oscal-react-library#91 and supporting include-all is something we've recently talked about prioritizing; this further highlights that we should do just that.
