Add NTP daemon to driver station

The Jetson has no persistent real time clock. It needs to get time/date info from the network. Since the robot is on an isolated network with no external access the Jeston can't set the time. Adding a time server to the driver station will allow the jetson to sync up with the DS's saved time and date.
