Make test in flexmeasure-s2 that replicates the tno scheduler tests

• Create plugin-repo incl. test suite
• List obj. used by device planner in java code
• Create test fixture in fm-s2 that incl. obj from the device planner
  • FRBCState is asset attributes
  • Format the objects in the Java code to JSON - Vlad
• Tests in fm-s2
  • Transform the objects from JSON to python
  • Port FRBC test suite from java code
  • Timing info goes into API call
  • Metaprofile is flex-context
• Create follow-up issue for device planner implementation
