Updates to ESR Report Templates

Purpose:
This is a place for use to keep track of things we need to update in the main ESR template repo that we discover during the Gulf ESR development.

• add helper_functions folder to the scripts main folder
• add an additional code template for "multi" csv metrics
• re-name "metric idea" issue template to "indicator idea"
• Update yaml in template repo to set up renv properly
• update the code templates

[BrittanyTroast-NOAA]

• Change the GitHub action to avoid using renv and install only packages needed for website deployment
