Design idea
Initiate the feature through a Javascript function on a page in the GitHub pages files for this repository. Have the feature show only for authenticated users with write privileges on the wiki.
Display a form for entering the URL for a library of repositories to scan. Include a reminder on the form that administrators of this repository's wiki need read privileges for every repository in the library that the submitter wishes to have included in the inventory. Thus, if the submitter wants private repositories included, administrators for the wiki will need explicit read permissions for those repositories.
If the URL entered is for a GitHub location, validate the location is for an organization account or other set of repositories, rather than a single repository, before allowing submission.
For other repository library hosting sites, validate they are libraries if feasible.
Upon submission, create a new wiki page in a branch named "pending" for the wiki.
