[Elixir] Discord \ Twitch Bot

A future self will come back and fill this out. However, before I forget:

• Poll users for their status; if they are streaming, post a link to their stream and make an announcement in a predefined channel. (e.g.: pixelprodotco starts streaming and the bot automagically updates #twitch-notifcations)
• Github hook; repository updates, pull requests, issues, etc. At the very least, the ability to grab updates and have them posted in discord by a bot would simplify project tracking.
• Non-spammy wolfram|alpha (images are required for graphs)

Possible issues:

• no api wrapper for twitch
  • however, twitch chat is a hacked irc protocol so something like exirc may work
• does W|A have elixir bindings? LOL
