Add bark for optional temporary push notifications

Problem
Currently there is no nice way to receive push notifications on a phone like Slack/Discord does. Which kind of makes it hard to use hazel like I would use Slack (which i really dont want to use please help)

Proposed solution
By integrating https://bark.day.app/#/en-us/ users can set their bark app id and hazel could just send notifications that way and bark would pass them as push notifications via their iphone app. It's not an ideal solution but for the time being where there is no mobile app and so on, it's just solving the biggest pain for me right now.

That kind of interesting, im currently building a Mobile app which will include push notification but this would be a good temporary solution, will look into it
