Create the "stable" tag for releases #179

Is your feature request related to a problem? Please describe.
So far we have been using the "alpha" tag to represent the latest release and it is about time (15 months) we consider this repository to have a consistent high-quality cadence and, therefore, introduce the "stable" release tag.
Describe the solution you'd like
Augment the release process to promote a "stable" tag after completing all validation.
Describe alternatives you've considered
None, the requirement is pretty narrow.
