Update CP4I client images #196

Is your feature request related to a problem? Please describe.
The CP4I client is using JDK 11 and Node 12, so it needs to be updated to use more recent versions of those frameworks.
Describe the solution you'd like
Upgrade to JDK 18 (or above) and Node 16 (or above)
The location of these files is config/cloudpaks/cp4i/install-client/templates
Describe alternatives you've considered
None, the requirement is pretty narrow.
