Updated use of background_pa_confidence scalar

Originally, the background_pa_confidence scalar was used to define a quantile of a beta distribution to express uncertainty in non-travel zero physical activity entries in the PA surveys. 
This needs updating to sample from a beta distribution rather than call a fixed quantile.
