Compare Census and Travel Survey with and without weights

This is pertaining to the synthetic population of `Bogota` for the methods paper. @danielgils has kindly attached weights to each individual in a household, we can now make use of it by comparing the proportion of `trip_mode` in both the datasets. Also additionally see whether sampling with strata `stage_mode` would be required or not.
