Uncertainty Analysis: Add VOI related scripts and datasets to the bogota branch

Using the previous latam_paper branch, import all relevant scripts and datasets to the current bogota branch. This may include:

• Import InputParameters_v37.0.xlsx
• Import missing functions such as extract_data_for_voi
• Import the extract_data_for_voi.R script
• Resolve any issues that might be there - including warnings.
• Update renv environment accounting for new sets of packages
