Enable use of the DRMAA library for cluster job submission

This is a placeholder issue for this improvement as it's come up numerous times. This would (should...) provide better scaling and robustness on SGE and enable transition onto other cluster schedulers. One design consideration is preserving pyflows lightweight footprint by not requiring drmaa or any new non-standard modules to be installed if drmaa scheduling is not being used.
