When a Chrono Prison unit uses its ability to capture and "freeze" an enemy Refinery, harvesters continue to deliver Tiberium to the frozen building as if it were still operational.

This behavior contradicts the intended design of the Chrono Prison ability, which should render the building completely inactive and inaccessible.
