Repo used for upload release asset action is archived

We need to switch to another action for [``upload-release-asset``](https://github.com/InseeFrLab/pynsee/blob/master/.github/workflows/release.yml#L91) since the [repo is archived since 2021](https://github.com/actions/upload-release-asset).
