Wrong "Unlock Everything" Cheat not working on SSB (E) and DSB (J), missing Optional Cheats in (E) and (J) #216

As of Project64KSE version 2.6.0 (2025/06/24), SSB (E) has the wrong version of cheat Have All Characters, currently it is using the code for the (U) version, which doesn't work on (E) and (J), respectively.

Also, the vanilla versions of (E) and (J) are lacking the Netplay Optional Cheats, which are:
1. Dream Land Netraul Spawns
2. No Music (SFX Only)
3. No Whispy or Tornados
4. Quick Start
5. Timer with Stocks
They should be added as soon as possible, in rare cases where players cannot load either 19XXNE, Smash Remix or any other ROM Hacks due to the emulator being incompatible with current hardware and/or graphic drivers, thus being forced to play with the vanilla versions until it is fixed.
