CI: publish the test case vocab and manifests #66
Description
Follow-up from #65
Add CI processes to publish the vocabulary and the manifests under appropriate IRIs.
- To consider: should we transform the IRIs to match the specification version, or should we just keep it as "dev"?
- The files should be published in a few formats -- Turtle, JSON-LD, NT, Jelly.
