Clean CDC and censes dataset create geographical dashboard in Tableau

Will need to merge censes and CDC datasets.

Possible dashboard features:

1. Total OD/deaths per state 2021.
2. OD/Deaths per 10,000 residents
3. Trend since 2010
4. Trend since 2018
5. Break out trend line when the user clicks a state showing trends over time.

Changes that needs to be made in the current version:

1. Filtering Indicator to make sure we sum overdose deaths
2. Sum the column "data value" instead of "predicted value"
