[issue][1.10.2][2.0.9] Priority doesn't seem to be working for item export

setting up a simple test network, it seems that the priority for the item export cable is not working. (energy seems to be working fine)

Setup.

1 core
2 export cable
1 storage cable
1 attractor
3 chest (1 for storage, 2 for export)
2 filters (for export cables)

setting some simple filters such as charcoal on both export cables.
setting one export with priority 1, and the other leaving it a 0, and just dump 2 charcoal up the attractor

Result:

1 charcoal in each chest.

Expected result

2 charcoal in priority chest.
