High Level bios emulation issues

Not all bios features are currently supported and some of the supported features run too fast.
For example pokemon ruby intro runs way too fast

While some of the functions do run fast. Upon investigation it looks like issues with Ruby are caused by VBlankIntrWait not being called (which, in theory should be part of the hle bios).
